Chief Executive Officer
A career health executive with more than 25 years of industry experience leading multidisciplinary teams through complex operational improvement initiatives, Tim is responsible for creating, communicating and implementing the organization’s vision, mission, and strategy. In guiding one of the premier middle-market Technology and Advisory Services provider to the federal market, Tim’s focus is to drive organic and inorganic expansion, while balancing this growth with an “Employer of Choice” culture where diversity and inclusion are both welcomed and celebrated.
Tim is a certified Project Management Professional through the Project Management Institute, in addition to being a Certified Healthcare Financial Professional through the Healthcare Financial Management Association. He holds a master of business administration from the State University of New York, Empire State College and received his bachelor of science degree in business administration, with a concentration in economics, from Nazareth University. Tim has received multiple industry accolades in recognition of his leadership and serves on several community boards. In his spare time, he enjoys spending time with his family, traveling, and reading.
Mike Cosgrave
Chief Operating Officer
A dynamic, strategic, growth-focused leader with a history of senior executive positions in private equity‐backed, public, and investor‐owned companies, Michael (Mike) Cosgrave brings more than 25 years of professional experience to his role as Tria’s Chief Operating Officer. Responsible for leading day-to-day administrative and operational functions across the enterprise, Mike provides the leadership, management, and vision to optimize and operationalize best business practices, administrative and reporting procedures, and proper resource alignment to improve top- and bottom-line performance and meet strategic goals.
Prior to joining Tria, Mike served as President and COO of AceInfo, LLC (a Dovel Company), as well as a Partner at Guidehouse and COO of The Swift Group. He has also served in executive roles at CACI, Six3Systems and ManTech International
A graduate of The American University with an MBA in IT Management from George Mason University, Mike is also a Veteran of the US Navy, where he served as an officer. A native of Southern New Jersey, he is an avid Philly fan and enjoys spending time with his wife and two children.
John Cho
Chief Technology Officer
A consummate technology leader with extensive experience and an in-depth understanding of science, engineering and technology encompassing a wide breadth of industries, John Cho brings 25 years of mission-focused thought leadership to his role, driving technology strategy, execution, and the development of emerging technology solutions for Tria Federal.
In 2024, Cho and his team of engineers, developers and technologists founded Tria Labs, the company's new technology innovation group, which develops and tests emerging technologies and solutions for some of the biggest problems facing the federal government.
Prior to joining Tria as Chief Technology Officer, Cho served as Vice President, Digital Platforms, Services & Technology and Chief Information Security Officer (CISO) at RRAI, a provider of autonomous driving solutions. Before joining RRAI, he was CTO for billion-dollar business sectors at Peraton and Perspecta. He also previously served in senior technology leadership roles at DXC Technology, Hewlett Packard Enterprise (HPE), HP and EDS.
Cho was a former research fellow at the Department of Energy’s Argonne National Laboratory on superconductivity and Ph.D. candidate for biochemical engineering at the University of Maryland. He received his B.S. from New Mexico State University in biochemical engineering with a minor in mathematics. He has patents pending in analytics, computer vision, energy, and robotics.
Fabian Plath
Chief Growth Officer
Fabian Plath brings over two decades of distinguished experience in business development and information technology to his role as Chief Growth Officer at Tria Federal. With a solid track record in driving growth within the federal sector, Plath is poised to lead Tria's expansion efforts, leveraging his expertise in digital transformation solutions tailored to Health, Civilian, and Defense agencies. His strategic insights and leadership acumen will play a pivotal role in refining Tria's vision and executing robust growth strategies.
Before assuming his current position, Plath held key leadership roles at prominent organizations such as Tyto Athene and General Dynamics Information Technology (GDIT), where he spearheaded successful business development initiatives in areas including network modernization, cybersecurity, and enterprise IT. His tenure at various industry-leading companies underscores his deep understanding of federal contracting and his ability to secure significant contract awards. Plath is a graduate of Duquesne University, holding a Master of Science in Organizational Leadership, and the University of Evansville, where he earned a Bachelor of Science in Business Administration.
Larry Bradshaw
Chief Financial Officer
Larry brings more than 25 years of experience in key finance roles for large federal services, products, and solutions organizations to his role as Chief Financial Officer.
As Tria’s Chief Financial Officer, Larry is responsible for the financial management functions including finance and accounting, financial reporting, and financial planning and analysis.
Before joining Tria, he served as Senior Vice President of Finance for BlueHalo, where he led the Financial Planning & Analysis, Program Control and Pricing functions. In this capacity, he was focused on financial transformation activities in support of the company’s growth.
Prior to this role, Larry served as the Vice President for Financial Planning & Analysis for Serco N.A where he successfully led the reimplementation of the company’s planning and reporting application. He also spent 13 years at SAIC in a variety of financial leadership roles including leading the company’s Financial Planning & Analysis function following the split from Leidos.
Larry earned an MBA from University of Maryland, College Park, and a B.S. in Finance from Virginia Polytechnic Institute and State University.
Ray Khuo
Chief Human Capital Officer
Ray Khuo is a strategic human capital business leader with 30 years of experience successfully aligning the direction of human resources and talent acquisition with corporate missions and objectives. He has achieved proven success in large and complex integrations by forging partnerships across organizations that establish best practices. He has a track record of introducing innovative modernizations that help organizations continuously meet growing requirements, effectively manage costs, and minimize risks.
Before joining Tria, Khuo held various strategic positions in large and small organizations, most recently serving as the Chief Human Capital Officer at BlueHalo, where he helped successfully execute 13 merger and acquisition transactions and 20 company integrations.
At BlueHalo, Khuo was responsible for delivering human capital strategy and operational execution of human resources, talent acquisition, personnel security, DE&I, training and development, and events and community service. He focused on integrating all companies onto unified platforms while managing teams of HR, talent acquisition and security professionals. He also managed multiple infrastructure projects and was recognized for his leadership representing BlueHalo, including receiving a CHRO of the Year award from HRO Today.
Khuo received a bachelor’s degree in psychology from George Mason University, belongs to the Society for Human Resources Management (SHRM), and is a contributor on the WashingtonExec Strategic Human Capital and Critical Talent Council.
David Craig
General Counsel
As General Counsel, Dave Craig oversees the legal, compliance, and contracts functions at Tria. He is responsible for maintaining the corporate ethics and compliance program, ensuring proper administration of, and compliance with, the Company’s contracts portfolio, and handling a wide range of legal matters, including corporate governance, labor and employment, dispute resolution, and business transactions.
Mr. Craig has been working in the Government Contracts industry for over 20 years. Prior to joining Tria in November 2022, Mr. Craig spent almost 13 years at IAP Worldwide Services. In addition to working as inhouse counsel (with over 5 years as General Counsel), Mr. Craig held a variety of other roles at IAP throughout his tenure, including overseeing the HR and Contracts departments, running a portfolio of programs as a Senior Director of Operations, and serving as Vice President, Corporate Development. Prior to IAP, Mr. Craig worked at IBM as an attorney with the public sector legal team. Mr. Craig started his legal career in private practice as a government contracts specialist in Washington, DC, first at the firm of Saltman and Stevens, and then as part of the Government Contracts practice group at Holland & Knight.
Mr. Craig received a Bachelor of Arts degree in International Studies from the University of North Carolina at Chapel Hill, and earned his Juris Doctor degree from Boston University School of Law. After graduating from UNC, but prior to attending law school, Mr. Craig enlisted in the US Army, and served for 3 years on active duty as a paratrooper in the 82nd Airborne Division.
Chris Katkocin
President, Advisory Division
With over 18 years of expert knowledge in strategic planning, management solutions and operational management, Chris Katkocin supports clients by leveraging his unique skillsets gained from his vast work experience, industry accreditations, and educational accomplishments. As President of Tria's Advisory Division, Mr. Katkocin is responsible for day-to-day business operations, new business development, client and partner relationship management, staff development and back-office operations. Having extensive success in helping programs achieve optimal business outcomes, Mr. Katkocin provides portfolio oversight, leading numerous program management and business transformation engagements for such clients as Veteran Affairs, Defense Health Agency, Navy, Air Force, Army and the CDC.
Mr. Katkocin’s past experiences include six years as the Chief Operating Officer for Federal Advisory Partners where he helped the company achieve significant growth in the federal market. Prior to that, he was a Deputy Director at Altarum where he managed the majority of the Veterans Health Administrations (VHA) portfolio focusing on business process improvements designed to optimize targeted areas of operations. Before moving into management consulting, Mr. Katkocin held positions primarily within the healthcare sector, working in hospital operations at both INOVA Fairfax Hospital and Sentara Northern Virginia Medical Center.
In addition to his Bachelors in Business Administration from James Madison University, Mr. Katkocin holds a Masters of Business Administration with a healthcare concentration from The George Washington University. He continues to further his knowledge-base and network, and maintains his status as a certified Project Management Professional (PMP) through the Project Management Institute.
Katie Webb
Executive Vice President, Public Health
With an impressive track record of success and a deep understanding of government contracting, Katie Webb brings valuable experience that aligns perfectly with Tria’s vision and goals. She leads the company’s work in the public health market, spearheading expansion into health-focused civilian government agencies and furthering Tria’s mission of delivering digital transformation and advisory solutions that allow public health agencies to work faster, grow smarter and stay nimble in the face of change.
Before joining Tria, Webb led IBM Consulting’s federal healthcare business, supporting multiple operating divisions within the Department of Health and Human Services. This work included data and AI, hybrid cloud, cybersecurity, and talent transformation. Prior to this role, she served as the Principal Technology Sales Leader for Veterans Affairs and Defense Healthcare, managing strategic client engagements across all of IBM’s product offerings.
Webb also previously worked at Northrop Grumman, Global Professional Solutions, Nortel, and Federal Resources Corporation.
She recently served as the chair of the 2024 Professional Services Council’s FedHealth Conference and was a member of GovCIO Media & Research’s Health Tech Equity Group.
Webb received her bachelor’s degree from Winthrop University in South Carolina and an MBA from Virginia Tech.
Diana Ceban
Executive Vice President, Military and Veteran Health
A results-driven operations leader, Diana Ceban excels in driving growth, operational excellence, and strategic innovation. With a strong background in health markets and government contracting, she has successfully generated growth and led transformative initiatives across organizations of all sizes.
Before joining Tria, Ceban held key positions in health IT, background investigations, and market intelligence. Most recently, as Vice President and Health Market Leader at Science Applications International Corporation (SAIC), she oversaw the Health division, supporting VA, the Military Health System (MHS), and the Department of Health and Human Services (HSS). Ceban also previously worked at OST, Inc., Digicon Corporation, and Marriott International.
Her leadership is marked by data-driven decision-making, cross-functional collaboration, and a focus on achieving results. Ceban’s expertise spans profit and loss (P&L) management, optimizing operational workflows, mergers and acquisitions, and long-term growth strategy alignment.
Ceban is a recognized industry leader who is actively involved with the HIMSS National Capital Area chapter, ACT-IAC, and the Professional Services Council. She has earned numerous accolades, including multiple FedHealthIT 100 awards and induction into the FedHealthIT Hall of Fame. She has also received a FORUM Leading for IMPACT - Women in Leadership Award, a GovTech Connects Ignite Award, and she was recently selected as a 2025 Engage FedHealth 150 Honoree. Ceban continues to contribute to the health community through her involvement with the NIH Children’s Inn and the American Heart Association.
Originally from Moldova, Ceban received her bachelor’s degree in mechanical engineering from Cluj-Napoca Technical University.
Michael Anderson
Executive Vice President, Public Safety
Michael is an accomplished IT executive with over 23 years’ experience leading digital transformation programs and managing mission-critical operations for the government, private industry, and non-profit organizations.
Most recently, as a Partner with Guidehouse, he led growth and operations for major digital opportunities within the energy, sustainment, and infrastructure segment. He previously served as Vice President, Mission Solutions for Dovel/AceInfo Solutions, which was acquired by Guidehouse.
In a previous role as President of Tellenger, Inc., Michael led a rapidly growing Woman-Owned Small Business (WOSB) while providing technical leadership for major prime contracts with Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency and Department of Health & Human Services’ Administration for Children & Families.
Throughout his career working with federal agencies, Michael has been instrumental in the adoption of Agile software development, DevSecOps automation, and open-source technologies to improve mission outcomes while reducing taxpayer burden. He has built successful teams that helped the Federal Emergency Management Agency modernize the National Flood Insurance Program’s Pivot application and created a low-code contract-writing system for the U.S. Air Force.
Michael received his bachelor's degree in engineering management from the University of Arizona.
Adam Woodhouse
Senior Vice President, Human Resources
Adam Woodhouse is the Senior Vice President of Human Resources. In this role, he is responsible for all human resource (HR) activities for the organization including implementing and enhancing human capital strategy, employee relations, career development, compensation and benefits, performance management, diversity, equity and inclusion, and workforce compliance.
Before joining Tria Federal in November of 2022, Adam has held several positions of increasing responsibility and served in various HR leadership roles in the Defense and Aerospace industry including director roles at Rolls-Royce, Northrop Grumman, L-3 Technology, and most recently at IAP Worldwide Services.
In his spare time Adam enjoys traveling, reading, music, and spending time with his family and friends.
Gina Gallagher
Senior Vice President, Business Development
With over 30 years of business strategy, business development, and market experience in the federal government sector, Gina Gallagher plays a pivotal role in advancing Tria’s strategic initiatives and expanding its market presence.
Gallagher brings a wealth of experience to Tria, having held numerous leadership and senior executive positions with both large systems integrators and small to mid-size companies.
Throughout her distinguished career, she has been responsible for creating corporate strategic plans, developing concepts of operations, building and leading business development organizations, and managing pipelines. Her expertise extends to identifying and selecting teaming ventures for competitive procurement initiatives, which has consistently led to winning new business.
A recognized expert in Governmentwide Acquisition Contracts (GWAC) and Indefinite Delivery, Indefinite Quantity (IDIQ) strategies, Gallagher’s tactical acumen will strengthen Tria’s competitive edge in the federal contracting landscape. Her extensive experience in strategic and tactical roles positions her to lead Tria’s continued growth and success.
Gallagher received her bachelor's degree from Radford University in Virginia, and currently serves on the board of the university’s alumni association. She is an active member of AFCEA, the Professional Services Council (PSC), and the National Veteran Small Business Coalition (NVSBC).
Sean Vineyard
Vice President of Business Development, Military and Veteran Health
Sean Vineyard has nearly two decades of experience as a risk management, financial management, and management advisory professional. He is a Senior Leader, an educator, and a published author in the risk, financial management, and human capital fields of practice and is active in the risk and financial management communities. Vineyard has an accomplished history of improving customer success, delivery excellence, portfolio performance measurements and management.
As Vice President of Business Development, Military and Veteran Health, Vineyard plays a significant role in advancing Tria’s service offerings and expanding Tria’s military and veteran health market presence. He was previously Vice President, Advisory Services, where he supported the Advisory Division President with a wide range of day-to-day business operations.
Prior to joining Tria's legacy company in August 2022, Vineyard was a Partner at 11th Hour Service supporting the development and implementation of corporate strategy. He was responsible for organizational performance and development including program and project quality assurance and efficiency; client satisfaction and relationship management; budgeting, revenue, and profit management; human capital acquisition, development, and retention; teaming partner and vendor management; regulatory compliance and reporting. The focus of Vineyard’s technical experience has been in establishing, maturing, and improving Federal risk management programs. This includes extensive experience concentrated in Federal Enterprise Risk Management (ERM) program development; financial statement and performance audits; audit readiness; Office of Management and Budget (OMB) Circular A-123 assessments for Appendices A, B, C, and D; corrective action planning; policy development; workforce development; business process improvement; and financial management advisory experience with everything from small, single office to large, complex, and decentralized agencies in the Federal Government agencies.
Brian Wagner
Vice President, Marketing & Communications
Brian Wagner brings two decades of award-winning communications, marketing, and policy experience to Tria Federal. As Vice President, Marketing & Communications, he works to mature and build awareness of the Tria brand, partners with business leaders to drive revenue growth, and collaborates with human resources to bolster Tria’s award-winning company culture and support purposeful employee engagement.
Wagner previously served as Head of Communications, U.S. Government, at Maxar Intelligence. Before joining Maxar, he was Senior Director, Corporate Communications at Peraton, and President of ScoutComms, a veteran-owned small business. He also previously led the policy and communications functions for a health information technology association.
He received his MBA from the Kelley School of Business at Indiana University and his B.A. from Columbia University. He also currently serves as a public affairs officer in the U.S. Navy Reserve, holding the rank of lieutenant commander, and is an Afghanistan veteran.
