Boosting Federal Efficiency with a Bulk E-Signature Solution

Managing legal documentation for the Centers for Medicare & Medicaid Services (CMS) has traditionally been a slow, manual process. HIPAA forms, participation agreements and other documents often require healthcare providers and CMS staff to sign dozens—or even hundreds—of pages. To streamline the process, the agency needed a bulk-signature solution capable of replicating an individual’s signature across multiple documents with just a few clicks.

 

In collaboration with the CMS Innovation Center (CMMI), Tria Federal developed ESign, an electronic signature solution tailor-made for CMS. Unlike costly commercial-off-the-shelf tools, which could not support the agency’s unique bulk signature requirements, ESign’s secure, user-friendly design simplifies document signing while ensuring data accuracy and compliance. With ESign fully integrated into CMMI systems, users can now process paperwork quickly and efficiently, freeing them up to focus on patient care.

 

Solution Overview

 

Since CMS implemented ESign nearly one year ago, the signature tool has successfully processed more than 5,000 documents and transformed workflows by automating key steps and reducing manual effort—while paving the way for scalable, digital-first operations. The solution saves the agency approximately $100,000 annually over what a commercial solution would have cost.

ESign enables CMS teams to prepare documents, route them securely for electronic signature, and apply bulk “counter signatures,” which are final signatures that verify or approve previous signatures. This all happens within a compliant, auditable CMS environment.

Critically, the agency’s unique requirement for bulk counter signatures was not supported by standard tools like DocuSign or S-Docs. This gap made traditional platforms both costly and incompatible with CMS workflows.

ESign closed that gap by offering:

Workflow Steps

  1. Document Configuration: CMS staff initiate each process by configuring document templates and required participant data.
  2. Automated Template Generation: Documents are generated with dynamic fields using integrated data from CMMI systems, ensuring completeness and accuracy.
  3. Participant eSignature: Participants receive a secure link to review and sign their documents digitally within CMMI systems.
  4. Bulk eSignature by CMMI Front Office: Once all participant signatures are collected, agency staff apply bulk counter-signatures through a streamlined interface, eliminating repetitive manual actions.

 

An ADMIN module is currently in development, which will allow CMS users to configure templates, roles, and approval sequences via a point-and-click UI, enabling full self-service capabilities.
